Benning: Evidence is a Side Mission in Mass Effect 3. Benning: Evidence is about finding the son of Ambassador Osoba. Side Mission are secondary quests in Mass Effect 3, that are not mandatory to progress the game's story, but provide context and flavor by meeting interesting NPCs of all kind of Races, granting additional experience, and letting the player visit extraordinary and unique planets.
How to unlock Benning: Evidence

You have to complete Priority: Palaven first.

Talk to Ambassador Osoba, on your second trip to the Citadel.He can be overheard trying to find information about his missing son. Talk to him to earn the Mission.

You can find the Dog up on Benning without speaking with the ambassador. In this case the Mission will be called Benning: Dog Tags.

This Mission must be completed before starting Priority: Tuchanka, if attempted to do after, Ambassador Osoba will no longer be available.
Benning: Evidence Walkthrough
You can find the dog tag of Osoba's son during N7: Cerberus Abductions. It is located in the courtyard opposite of building number 27. It can be found on the ground.
If you didn't grab it, it can be purchased from Spectre Requisitions in the Spectre Office for 1000 Credits.
