Citadel: Batarian Codes is a Side Mission in Mass Effect 3. Citadel: Batarian Codes is about tracking illegal use of Batarian diplomatic codes. Side Mission are secondary quests in Mass Effect 3, that are not mandatory to progress the game's story, but provide context and flavor by meeting interesting NPCs of all kind of Races, granting additional experience, and letting the player visit extraordinary and unique planets.
How to unlock Citadel: Batarian Codes
You have to complete Priority: The Citadel II first.
Speak to C-Sec Officer Jordan Noles on the Presidium Commons. You can find her outside the C-Sec outpost.
Citadel: Batarian Codes Walkthrough
Head to the Spectre area in the Citadel Embassies, and read the message to learn about the Batarian codes. You have to click "Enable" while viewing the message. Once you do this, your Citadel map will be updated with the location of the first console. You have to find the three consoles in the following order:
1) Right-side in Lab Services (Huerta Memorial Hospital)
2) The Passenger Lounge (Normandy Dock: Bay D24)
3) At the end of Bay E28 (Docks: Holding Area)
Once you retrieve the final code, someone puts a gun in the Commander's back. If you did not kill Balak during Bring down the sky in the original Mass Effect, he will be the one behind you. He blames you for everything that has happened to the Batarians. You can decide to kill him or pass a reputation check.
If you kill him, the Alliance Third Fleet War Asset will decrease its value by -10. If you do not kill the batarian, he leaves and commits the Batarian Fleet to the war.
If Balak was killed during Bring Down the Sky, you will find Noles with a Batarian in custody. You can't kill this Batarian but you can fail to convince him to rally his people to your cause.
