Citadel: Cerberus Retribution is a Side Mission in Mass Effect 3. Citadel: Cerberus Retribution is about an assassination some citizens are planning to commit. Side Mission are secondary quests in Mass Effect 3, that are not mandatory to progress the game's story, but provide context and flavor by meeting interesting NPCs of all kind of Races, granting additional experience, and letting the player visit extraordinary and unique planets.
How to unlock Citadel: Cerberus Retribution

You have to complete Priority: The Citadel II first.

Speak to the two arguing citizens on the Presidium Commons.
Citadel: Cerberus Retribution Walkthrough
Once you start questioning the citizens, you will overhear a call from Captain Aaron Sommers informing them that he is in position at C-Sec and needs them to distract the security while he moves in to make the kill.
Head into the nearby C-Sec office and speak to Captain Sommers. He explains that a C-Sec officer is in cutody for aiding Cerberus during the coup attempt. The officer is giving away intel on Cerberus to C-Sec to obtain a lighter sentence, but Sommers believes that he deserves to die for what he has done.
You can choose one of the following options:
Persuade Sommers to call of the hit. This will deactivate the assassination plot against the officer. This is a Paragon option
Allow the officer to be killed legally. This will allow the assassination to take place. This is the Renegade option.
Warn Sommer about what he is about to do, threatening with an arrest.
Look the other way, allowing the situation to unfold on its own.
