Citadel: Cerberus Automated Turret Schematics is a Side Mission in Mass Effect 3. Citadel: Cerberus Automated Turret Schematics is about helping a C-Sec officer to deactivate turrets left behind by Cerberus on the Citadel. Side Mission are secondary quests in Mass Effect 3, that are not mandatory to progress the game's story, but provide context and flavor by meeting interesting NPCs of all kind of Races, granting additional experience, and letting the player visit extraordinary and unique planets.
How to unlock Citadel: Cerberus Automated Turret Schematics

You have to complete Priority: The Citadel II or Tuchanka: Bomb first.

After the attack on the Citadel, you can overhear a C-Sec officer in the Presidium Commons. You can find him on a balcony just outside of the vid-wall hallway.

You can also trigger the Mission by acquiring the Turret Control Schematics during Tuchanka: Bomb, before encountering the officer. Regardless, you will be able to turn it in after Priority: The Citadel II.
Citadel: Cerberus Automated Turret Schematics Walkthrough
The C-Sec officer becomes available only after the attack on the Citadel, but you can obtain the schematics first. It is advisable to complete the timed mission Tuchanka: Bomb first, before approaching him.
Retrieve the schematics for the turrets from some crates before meeting Lt. Victus.
If you did not manage to retrieve the schematics while completing the Mission, you can purchase them at the Spectre Requisitions for 1000 Credits.
